In 1977, Jørgen Lissner observed that altruistic intentions must be translated into concrete action. 'In a world of conflicting interests, that means making choices which are political, 35 accepting compromises which are debateable, and influencing public opinion in one direction, rather than another. '2° The following chapters will deal with how NGOs turn intentions into action, how they cope with conflicting interests, how they make choices and compromises, and how they influence public opinion.

Guilt is disparaged by most progressive charities, but it is used often blatantly - in some of the most effective fundraising campaigns. It motivates the giver, but it also motivates the asker. A third generation strategy might combine, for example, village agricultural projects with a programme aimed at altering a government's policy on the encouragement of local ownership of irrigation systems.
