She had a different view. She believed she could force the two growing parts of the company, cable and wireless telephony, to stop resisting union attempts to organize them. In 1992, AT&T had become the first major US company to grant neutrality and card checks for units that were already organized. Unlike a secret ballot election, card check may subject workers to pressure by fellow workers who are unionists since they know who has signed and who has not. With card check, the union may win, even though this might not be the case with a secret ballot.

This became a heated issue; the union saw its strength being progressively eroded. Maccoby had always stayed out of the bargaining when wages were involved. This was a game in which he had no special expertise, and it was by nature adversarial. However, he saw the conflict over organizing threatening the cooperative relationship underlying WPoF and at the request of both parties, especially Larry Cohen of CWA, he mediated the negotiation. He suggested that organizing campaigns in the new units be governed by the values that AT&T's CEO, Robert Allen, had articulated: respect for individuals, dedication to helping customers, highest standards of integrity, innovation and teamwork.
